In research on the implementation of public service policies in the field of population through the population administration information system in the Balikpapan City population and civil registration service, it is noted that in implementing policies in the implementation of technology in the field of government and its behavior in public services in order to facilitate government and community affairs, especially in managing population documents and civil registration. In other literature it is also explained that these stages also pay attention to the aspects of implementation, preparation of human resources, information management or socialization until the preparation stage which must be ready. Based on the results of research that has been carried out, the first thing to pay attention to is the initial preparation before starting policy implementation, this is also related to public services in the Population Administration Information System in that system, all population services are processed and submitted to the community, in preparation it requires preparation in making work plans, trainings, internal structuring, human resource management, socialization processes, procurement of infrastructure, setting service standards, implementation stage, to the stage of monotoring and evaluation of activities. However, in its implementation there are still many obstacles such as inadequate services, insufficient funds and insufficient maintenance of facilities and infrastructure to support services. This study uses a qualitative descriptive method by paying attention to the problems in this study by looking at the facts that occur in the field. It can be concluded that in implementing this SIAK-based public service policy requires many aspects in its implementation, especially in the preparation of the implementation to the evaluation of the implementer because improvements need to be considered in the public service
